Was Airplane Shoe Bombing Averted?

Read the report from the Northeast Intelligence Network.

Excerpt as to what happened at the Delta Terminal at La Guardia airport:

The man removed his shoes, which set off an alarm that is meant to detect explosives. At that point, the man put his shoes back on and left the area.

Authorities are continuing to search for the man. An estimated 600-700 people were evacuated from the terminal.

Apparently the guy's shoes set off an explosives-detection alarm, yet he put the shoes back on and left. WTF? He just left? No one examined his shoes? No one held him for questioning? They just let him slip through their fingers?

I think someone's going to have to pay for this sheer stupidity. Airport security must detain anyone until it is ascertained, following any suspicion, that they don't have any explosives on their person or inside their baggage. Why wasn't this done?
